Yangzhou Social Welfare Center belongs to Yangzhou Civil Administration bureau. It is a synthetic social welfare institution involving living, medical care, recovery treatment, entertainment service. The center mainly faces to abandoned baby in Yangzhou area. Besides the center also faces to elderly widows and widowers in Guangling District. What’s more, the center can provide the service for paid adoption, psychopaths adoption, medical care, and “concern before death” etc,. It locates in Zhuyuwan Scenic Spot, east suburb of Yangzhou City, where is quiet and beautiful. The total area is about 3.5 hectare, including about 15000 square meters building area. The rate of greenery coverage here is more than 60%.
The center lies for nearly 100 years. It is established after libration and formed from the old non-governmental charitable institutions such as baby’s institution, shelter, chastity institution, widower’s institution. After the People’s Republic of China was established, the government reconstructed the old non-governmental charitable intuitions .In year 1961 the former “Yangzhou widower’s institution” was established. Then in 1978, the name was changed to “Yangzhou Social Welfare Institution”. The new name “Yangzhou Social Welfare Center” came form 2002.
The center now has 4 branches: “Yangzhou Social Welfare Center” “Yangzhou children welfare institute”, “Yangzhou psychopaths welfare institute” and “Yangzhou Yihe recovery hospital”. The 4 branches have same management department which involves office, management and development department, planning and financial department, logistical department, adoption department, social foster department, children department, medical recovery department.
Our center possesses 58 knitting workers. The center has separate areas for widowers, orphans, psychopaths, recoveries. It has total 600 beds, among which 150 beds for paid adoption, 350 beds for adoption of children and widowers, 80 beds for recoveries and “concern before death”, 120 beds for psychopaths. We now have 460 persons living here. After the long time construction and hard working of our staff, the center has great changes now. There are small bridges and streams, grass, all kinds of pavilions and birds singing among the flowers. People are charmed with the beautiful scenes here.
The service tenet of welfare center is “preciseness, practice, exploitation and innovation”, while the working tenet is “civilization, sincerity, united, practice, efficient”. We strengthened the social faction of the center and enhanced the quality of life here for many years. We try to be “sharing the burden of the government and the people”. In 1999, it was accepted as national first-class social welfare institution of Jiangsu Province which is the first one in northern Jiangsu. It also passed the authentications of both ISO900 international quality system and ISO14001 environmental management system in 2004. The center has the honor of “Yangzhou civilization unit”, “Comprehensive management advanced unit”, “Yangzhou hygienic model unit”, “Yangzhou greening advanced unit”, “Garden unit”, “Advanced unit in civil system”. In addition we got the honor of “Advanced unit in conduct construction of country and Jiangsu civil system”, “Advanced unit in conduct construction of Jiangsu grass-toots organizations”. Now the center has the new objective: “five objectives, two build”. Five objectives mean social management, social mechanism, modern objective, standard service, garden in construction. Two build mean that we will try to be “the state second- class social welfare institution” and “Jiangsu civilization unit”
